of Computer & Renovation for Training Room
OVERVIEW:
To encourage more in-house retraining and upskilling of their employees by purchasing training aids for the purpose setting up, renovating or enhancing training rooms.
Setting up of a training room does not include the construction of a building, training centre or the rental of training rooms.
Procedure:
Employers may submit their applications via e-TRiS under ALAT scheme.
Applications must be submitted to HRD Corp for approval, before the purchase of equipment or the start of renovation.
Application must be submitted by employers BEFORE the purchase of any equipment or the start of any renovation
Financial Assistance:
Based on 50% of the levy balance as at 1st January in the year the application is submitted. The purchase must be made within 6 months from the approval date.
Purchase of Training Aids.
Employers may apply for financial assistance for training equipment if it meets the following criteria:
The equipment must be used solely for training purposes and be relevant to the employer’s nature of business.
Training equipment must be placed in the training room.
Any non-training related equipment or items, including software, is not claimable
Note: Purchase of Notebook (once in 2 years, must have internal trainer and training room)
Setting Up Training Room
The setting up training room:
Wiring for setting up overhead projector
Painting of training room
Setting up air-conditioner for training room
Installing carpet, blinds, glass wall
Renovation of Training Room Ceiling
Wiring for plugs/sockets
Installing cable for network/internet connections
Location of Training Aids and Renovation
The equipment, and/or renovation of training room can be done at an Industry Training Location/ Venue. (Please refer to Appendix 1 for the sample letters. Sample 1 for individual company and Sample 2 for a group of companies)
The location of the equipment should be disclosed when applying for the grant.
Any changes in the equipment's location (such as disposal, relocation, or loss) must be disclosed to and approved by HRD Corp prior to the changes being made.
HRD Corp may periodically visit and audit the use and placement of the equipment.
The location and relocation of the business premise (HQ & Branches) must be declared and updated with HRD Corp prior of the application.
Required supporting documents:
A) Purchase of training aids:
1 quotation from a supplier for the purchase of training aids
Layout of the training room
Indicate number of training rooms and internal trainer profile (for purchase of laptop)
Please refer to appendix 1, if purchasing involve industry training location/venue
B) Setting up training room:
1 quotation from supplier/contractor
1 layout plan/the measurement of the proposed setting up or renovation training room
Photo after the renovation works has been carried out (during claims application)
Please refer appendix 1, if setting up training room involves industry training location/venue
Items that are not claimable
Labor cost
Accessories - cable, tripod stand, TV and projector bracket, USB etc.
Delivery charges
Computer software - Microsoft Office and etc.
Installation service only
Calibration service only
Cleaning cost/service/roro bin

Purchase of Training Equipment (ALAT) & Renovation Scheme
1.0 What kind of training equipment is allowed to be purchased under the ALAT Scheme?
All training equipment that are related to the employer’s nature of business/industry are claimable. However, they must be used solely for training purposes.
1.2 Can the training equipment be used for business/operation purposes?
No, the training equipment is solely for training purposes. Any non-training related equipment or items including software is not claimable.
Scenario 1
If the Registered Employer is also a registered Training Provider with HRD Corp, the item(s) purchased must be used by their own employees for training purposes only, not for business/operational purposes.
Scenario 2
Hotel Ayu has purchased an LCD projector for their staff trainings. Hotel Ayu is required to place the equipment in a separate training room solely to be used by their staffs. The equipment cannot be placed in the hotel’s seminar room/training room/ballroom which will be used by hotel guests i.e., business operation.
1.3 What is the maximum claimable amount for the Alat & Renovation Scheme?
Employers may claim the full amount of the training equipment costs or training facilities renovation costs, subject to a maximum of 50% of their levy balance as of 1st January in the year the application is submitted (for their eligibility amount).

1.4 Can employer place the training equipment and carry out renovation work at other training premises, such as at an industry training location/venue?
Employer is allowed to place and carry out renovation work at industry training location/venue within Malaysia, which they are required to disclose during grant application. Employer is required to provide official supporting documents/arrangements between the Employer and training location/venue owner.
1.5 What is the process if employer decides to relocate/dispose or lost the training equipment?
Any changes in the equipment's location and status (such as disposal, relocation, or loss) must be disclosed to and approved by HRD Corp prior to the changes.
2. Application Guide
1. Login to your Employer’s eTRiS account.
2. Click on Applications.
3. Click on Grant.
4. Select Apply Grant
5. Select ALAT from the Scheme Code drop-down menu and click Apply.
6. Fill in the required information in the Employer’s Profile section, including selecting your Immediate Officer, and click Next.
7. Fill in the required information in the Estimated Cost for Training Scheme section and click Next.
8. Tick the checkboxes in the Acknowledgement & Declaration section, Select the name from the drop-down menu, fill in the rest of the required information and click Save.
9. Attach all required supporting documents, click Add Attachment followed by Save and Submit Application.
10. Purchase date is referring to the Invoice Date.
11. Applications that have been successfully submitted will be reviewed by the Grants Officer within two (2) working days. The Grant Officer may also request further information, clarification or supporting documents if and when necessary.
12. The application status, including approval, will be updated on the employer’s eTRiS Dashboard and Inbox. Employers will also be notified via email.
3. Claim Application
Overview
Claims need to be submitted by employers after the approval of grants and payment has been made to suppliers.
Effective 1st August 2019, purchase/renovation claims must be submitted within six (6) months from the grant approval date.
Purchases must be made within 6 months after the grant approval.
1) Login to Employer’s eTRiS account
2) Click Applications
3) Click Claim
(4) Select Submit Claim With Grants
5) Click Claim at the Action Column (Only approved grant with completed trainings/events will be displayed)
6) Provide the contact details of the Officer to be Contacted or select Others if the name is not in the record systemand then click Next
7) Fill in the claim amount for each Allowable Claim Item Key in the Receipt Number Purchase Date column, Upload the supporting document then click Next
8) Fill in the employer declaration form, check the pledge box and click Save & Submit to submit the application
